Creating pervasiveness in law dissemination and education

NDO – Recently, the Co-ordinating Council for Legal Dissemination and Education organised an online conference "Implementing Prime Minister's Decision No. 1521 / QD-TTgand building an effective model of law dissemination and education in ministries, branches and localities ", which highlighted good practices in Quang Nam province.

From the initial results implementing the model in early 2017, the People's Committee of Quang Nam province decided to continue to implement the law dissemination and education programme in the area until 2021. Accordingly, in 2018, the province allocated resources in 177 communes of 18 districts, towns, cities - with a budget of more than VND1.57 billion. In 2019, the Provincial Department of Justice proposed the Provincial People's Committee expand the scope of application of the above model, not only for communes but also to include 23 wards and 15 towns, bringing the total number of communes, wards and towns to 200 units of 18 districts, town, city, with a higher budget. In the remaining 44 communes in border and island areas, the province continued to assign the Border Guard to directly perform in 11 communes. The remaining 22 communes and key areas of law violation were assigned to the Department of Justice for implementation. Thus, all 244 communes benefited from the project, ensuring "cover", not exclusion and avoiding any overlap in the area of ​​implementing law dissemination and education activities.

With the results achieved, according to the leaders of specialized agencies under the ministries, branches and staff directly implementing the programme, boldly bringing the new model into practice in Quang Nam is a breakthrough step in the work of law dissemination and education at the provincial level. The model solves some of the immediate difficulties for the commune’s budget in terms of the work of law dissemination and education; while at the same time overcoming the overlapand duplication of content. Its implementation meets the needs of grassroots people to learn the law, suitable to the characteristics of daily life and each region. Practical experience shows that, in addition to direct communication, localities in Quang Nam use many different types of communication, suitable to each scenario, thereby creating differences, such as organising the ‘bai choi’ singing contest to communicate the law; and ‘Ring The Golden Bell’ contest, which attracted a large number of people to participate owing to its new and attractive form.

However, the Ministry of Justice assessed that the current work of law dissemination and education still had limitations: some levels of party committees and authorities have not paid adequate attention; the method, content, use of financial resources and mobilization of social resources for this field are ineffective. Coordination between law building, law dissemination, education and enforcement is not tight. Oftenofficials' and people's sense of respect for the law is still limited.

In order to effectively implement the work of law dissemination and education, improve awareness of law observance of officials and people, it is necessary to continue to detect and propose replication of good models and effective ways of working. According to the Ministry of Justice, the work of law dissemination and education should aim to raise people's awareness of compliance with the law, which is also a criterion for evaluating its results. It is necessary to propose a new approach in the area. In its implementation, it is necessary to focus on the people as the central subject. The content must come from actual need, which should be assessed and surveyed fully and comprehensively, helping answer specific legal issues that need to be applied in life, production and business. On the other hand, it is necessary to promote the responsibility for implementing and obeying the law proactively with the spirit of setting an example to cadres, party members, civil servants and public employees in the political system.

In particular, all levels and branches need to pay more attention to the effective and better application of mass mobilization skills; mobilizing all resources in society. Besides innovatin and diversifying content and form, it is necessary to avoid ostentatiousness and formality, causing a waste of resources. The work of law dissemination and education clearance must really become the regular, daily work of each person. It is necessary to fully promote the role of orientation and consultancy in leadership, directing the implementation of building models of law dissemination and education associated with the implementation of the work of the Co-ordinating Council for Legal Dissemination and Education at all levels. It is necessary to strengthen the application of information technology, actively implementing digital transformation solutions achieve the best possible results.
