PM approves post-war mine action plan for 2016-2020 period

NDO – Prime Minister Nguyen Xuan Phuc, who is head of the State Steering Committee for the National Action Programme on the Post-War Mine Rehabilitation (Steering Committee 504), has approved the National Action Plan for Addressing Unexploded Ordnance (UXO) Impacts during the 2016-2020 period.

Accordingly, the Plan’s goal is to focus on effectively mobilising, managing and using of national and international resources to narrow areas of UXO pollution, while basically overcoming effects and consequences of post-war UXO to serve national socio-economic development.

It targets promoting the propaganda and education on mine risk prevention, ensuring the safety of the people, as well as assisting mine victims reintegrate into the community and committing to strictly comply with Vietnam’s law and treaties and international agreements that the country has signed on the issue.

The Plan also details specific tasks, including building and issuing legal documents on the management of UXO impact settlement, as well as regulations on managing and administering the implementation of the Plan and mechanisms related to mobilisation, receipt and use of funds for the Plan implementation.

Moreover, the Plan is also set to accelerate building of and procurement of equipment and facilities to put the Vietnam National Mine Action Centre into operation in accordance with its related functions and duties, in addition to study and implement additional training areas for underwater and landmine clearance.

The Plan’s mobilisation of support resources is developed based on the five-year planning and the annual socio-economic development plans of the whole country and related ministries, agencies and localities, as well as strategies to calling on foreign donors supporting the Plan implementation.

The document urges concerned agencies and units to promote initiative and creativity to mobilise domestic and foreign resources, while efficiently manage and use these capital sources to perform the tasks set forth in the Plan during 2016-2020.

Agencies and units under the Steering Committee 504 should promote calling for international support through policy dialogues on mine action and annual development partners’ conferences, while enhancing activities of mine action partnership groups and incorporating UXO impact settlement into cooperation programmes with both bilateral and multilateral donors.
