Hanoi officials urged to better serve local people

NDO – Hanoi officials at all levels should better serve and address the urgent needs of local citizens to improve social security for the development of a civilised and elegant capital city, Politburo member and Hanoi Party Secretary Hoang Trung Hai has stated.

The Hanoi leader made the suggestion while attending a December 11 conference on summing up the 2017 emulation movement, implementation of the socio-economic plan, and launching the new emulation movement for 2018 in Hanoi.

Reports at the meeting show that Hanoi is on track to fulfill its set targets, with total State budget revenue reaching VND185.4 trillion by December 10, accounting for 90.6% of the yearly estimate of the municipal People's Council set at the beginning of the year. Meanwhile, local budget revenue rose to over VND80 trillion, equaling 105.5% of the set estimate, fundamentally ensuring adequate resources to balance budget expenditure for the city according to the assigned budget. Total local budget expenditure was at VND56.3 trillion, accounting for 72.1% of the estimate.

In 2017, the implementation of a taxation task has achieved positive results, with total domestic revenue (excluding crude oil, dividends, and profit remaining) estimated at VND189.6 trillion, reaching 101.1 % of the estimate, up 16.2% over 2016. For 2018, the city set a domestic revenue target of VND216.4 trillion, an increase of 15.3% on the estimate for 2017.

Stressing that 2018 will be very important to the city with many significant events, Politburo member Hai pointed to several important tasks and solutions for the fulfillment of all 2018 targets, including removing difficulties for businesses, ensuring the budget collection target, facilitating investment, construction and land clearance for key projects, and more importantly improving living conditions for citizens.

Hai asked city authorities to further provide delegation for local units, reducing the burden on higher departments and increasing the participation of people in administrative reform, while resolving complaints and denunciations, and promoting the role of the Fatherland Front and socio-political organisations in deciding the major issues of the city.

Speaking at the conference, Chairman of the municipal People's Committee Nguyen Duc Chung urged concerned authorities to strictly implement the tasks of revenue distribution and budget spending, to improve the efficiency of budget management and administration, and thoroughly carry out thrift and wastefulness combat to save 10% of regular expenditures.

For local people welcoming the New Year 2018 and the Lunar New Year festival, Chung asked city units to manage the market well and prepare adequate goods sources to meet the population's consumption demands. Meanwhile, measures are needed to reduce congestion and ensure traffic safety, as well as on the implementation of social security programmes and ensuring a stable supply of electricity and water.

At the conference, 17 units which have made excellent achievements were honoured with the Government's Emulation Flag. On the occasion, the People's Committee of Hanoi also presented its emulation flags and certificates to collectives who have made significant achievements in the emulation movement in 2017.
