Hanoi, HCM City open People's Council meetings, discuss important socio-economic issues

NDO – The municipal People's Councils of Hanoi and Ho Chi Minh City opened their related meetings on December 4, to assess the local socio-economic situation in 2017 and discuss the key tasks and solutions for next year.

Speaking at the opening of the 15th Hanoi People's Council’s 5th session, Politburo member and Secretary of the municipal Party Committee Hoang Trung Hai revealed that in 2017 Hanoi has fulfilled 20 of its socio-economic development targets, of which six indicators have exceeded the set plan.

Notably, local budget revenue reached VND208 trillion, exceeding 1.4% of the estimate, foreign direct investment (FDI) reached US$3.4 billion, while export growth was 8% higher than planned and international visitors to Hanoi reached 4.95 million, up 23%.

The above results are due to the efforts of both the political system and local people in the capital city, including the orientation and institutionalisation from the city’s council. Its activities have been more innovative and effective, Hai stated.

In order to effectively promote the council’s operations, under the theme "Raising the effectiveness of the political system" in 2018, the Politburo member asked the local authorities and units concerned to further improve their discipline to enhance the role and responsibility of organisations and individuals in the performance of their assigned tasks, by promoting the leading role of the heads of units and the responsibility of staff in listening to aspirations of local people and promptly and effectively settling any pressing issues at the grassroots level.

Also at the session, National Assembly Deputy Chairman Uong Chu Luu highly praised Hanoi's achievements in 2017. Furthermore, he requested that in 2018, the city will continue to effectively implement solutions to stabilise the macroeconomy and fulfill the set targets on economic growth and social security.

This municipal People's Council’s session will last until December 6 and the last day of sitting will feature a Q&A session on pressing issues that draw concern from local voters and people, including State management on fire prevention and fire-fighting, the management of construction, market management model, and the implementation of the agricultural encouragement policy.

* The same day, the sixth session of the 9th People's Council of HCM City opened in the southern economic hub.

At this meeting, the municipal People's Council will assess HCM City’s socio-economic situation in 2017 and the tasks for 2018; give recommendations for a report on monitoring the results of the implementation of urban planning in the city; and host a Q&A session on local issues of concern.

According to the council’s report, in 2017, the city's economic growth is higher than the figure last year, with a range of targets meeting and/or exceeding the requirements set out, with an improved business environment and positive changes in urban planning. However, the socio-economic sector still bears limitations, while administrative reform has not been synchronous, and there are hot issues requiring urgent measures to address them, such as urban flooding, traffic jams, environmental pollution and food safety.

Speaking at the meeting, Politburo member and Secretary of the municipal Party Committee Nguyen Thien Nhan emphasised that 2018 is a pivotal year in the implementation of the city's five-year plan 2015- 2020 and the first year of implementation of the Politburo's Conclusion No. 21 on urban development for HCM City and the NA’s Resolution No. 54 on specific mechanisms for the city to develop faster with more sustainability. Therefore, the city should focus on promoting decentralisation and increasing its budget revenue based on appropriate solutions, Nhan urged.

The city will also clarify and strengthen the responsibilities of heads of units all levels, in which promoting the oversight role of the municipal People's Council and Fatherland Front Committee.

The session will wrap up on December 7.
