Legislators mull over Law on Irrigation on June 8

NDO/VNA – The draft Law on Irrigation was discussed during the National Assembly’s ongoing third session in Hanoi on June 8 under the chair of Chairwoman Nguyen Thi Kim Ngan.

Legislators heard a report on adjustments to the draft Law on Irrigation on the basis on collected opinions presented by Chairman of the NA’s Committee for Science, Technology and Environment Phan Xuan Dung.

They then debated contentious contents of the bill, focusing on the State’s principles and policies regarding irrigation activities; fundamental irrigation investigation, strategy and planning; sciences and technologies in irrigation activities; the diversification of investigations in irrigation facilities; and rights and responsibilities of organisations and individuals in irrigation work.

In the afternoon, the law-makers approved a resolution on a law and ordinance building programme for 2018 and adjustments to the programme for 2017.

Under the adjusted 2017 law and ordinance building programme, legislators will give opinions to four bills, including the draft law amending and supplementing several articles of the Law on Environmental Protection Tax; the amended Anti-corruption Law and the revised Law on Special Administrative and Economic Units; and the renaming of the draft Law on Judicial Records (amended) as the law amending and supplementing several articles of the Law on Judicial Records, during the fourth sitting.

The legislative body is scheduled to approve 11 draft laws and debate nine others during the fifth session slated for 2018.

Ten bills are expected to sail through while three others will be tabled at the next sitting of the legislature.

NA deputies on June 8 also scrutinised the separation of the work on compensation and relocation of residents from the Long Thanh international airport project as a component project.

They are scheduled to work on the supplementary assessment of the implementation of the socio-economic development plan and the State budget in 2016 and the first months of 2017 on June 9. The session will be broadcast live on the Vietnam Television and Radio the Voice of Vietnam.

The third plenary session is scheduled to conclude on June 21 with three working days, starting from June 13, to be devoted to the questioning of cabinet members.
