AIPA intranet system introduced in Vietnam

NDO – A meeting was held at the Office of the National Assembly (NA) in Hanoi on April 20 to introduce the intranet system of the ASEAN Inter-Parliamentary Assembly (AIPA), AIPA Connect, in Vietnam.

The activity was part of a programme deployed by the AIPA Secretariat to introduce AIPA Connect to the organisation’s member parliaments.

In his opening remarks, Deputy Chairman of the NA Office, Do Manh Hung said that AIPA Connect has been developed with the aim of establishing an electronic information network to share knowledge and news among AIPA member parliaments, while enhancing capabilities for parliamentary assisting staff in information management and policy consultation.

Thematic workshops on AIPA Connect function as a forum for staff of AIPA member parliaments to exchange opinions, discuss and learn from each other's experience in the field of information technology, he noted.

According to Bernardo R. Agawin, Jr., Regional Advisor of the German Agency for International Cooperation (GIZ) and Technical Assistance Coordinator for AIPA capacity development, the session aimed to strengthen connection to AIPA Connect; facilitate the use and search for information through the intranet system; explore the implementation of the AIPA intranet in each member parliament; identify some basic priorities for AIPA Connect users; collect feedback on the use of the system and remove technical obstacles faced by users.

At the meeting, Director of the NA Office’s Informatics Centre, Le Hoang Hai provided an overview of the current application of information technology (IT) at the Vietnamese NA Office, via some major components, including human resources for IT application, the legal environment to implement IT application, technical infrastructure, and IT application in service of NA deputies.

In addition, delegates in attendance were briefed on orientations in using the AIPA intranet, its major functions and the issue of training on the use of AIPA Connect. During the past years, the Vietnamese NA Office has worked closely with the AIPA Secretariat and participated actively and responsibly in AIPA activities. Concerning AIPA Connect, the Vietnamese NA Office organised three intranet workshops in Ho Chi Minh City from December 3-6, 2016. Earlier, the NA Office also sent officials from its Informatics Centre to attend AIPA Connect seminars and training activities jointly held by the AIPA Secretariat and GIZ.
