NDO – The agricultural and rural development sector needs to drastically and synchronously implement measures to promote its achievements as well as overcome difficulties and limitations to fulfill all tasks and targets in 2016.
The request was made by Prime Minister Nguyen Tan Dung at a conference held by the Ministry of Agriculture and Rural Development in Hanoi on January 5 to review the operation of the sector in 2015 and devise plans for 2015 and the 2016-2020 period.
Addressing the conference, the PM appreciated the achievements the sector has made in the cause of agricultural development and building new-style rural areas.
The sector's GDP growth rate in 2015 reached 2.41% and its production value increased by 2.62%; meanwhile the proportion of land covered by forests was 40.73%. By the end of 2015, the country had 1,478 communes meeting 'new-style rural' standards, an increase of 693 communes compared to 2014.
Identifying agriculture as the leading economic platform, PM Dung pointed out five measures for the sector in 2016. Accordingly, he asked the sector to improve institutions, mechanisms, policies, strategies and plans to create favourable conditions for enterprises to invest in agriculture, as well as enhance the efficiency of State management in building and developing rural areas.
Additionally, the PM noted that the sector should focus on restructuring aiming to improve productivity, quality and competitiveness of agriculture, fisheries and forestry as well as the income of farmers and fishermen. It is necessary for relevant agencies to create policies on the application of science and technology in production.
He also urged the sector to promote the implementation of the national target programme on building new rural areas, associated with sustainable poverty reduction.
Finally, he emphasised that in the coming time, the agricultural and rural development sector should pay special attention to building and carrying out plans and measures to cope with climate change and prevent natural disasters as well as supporting people to overcome their consequences.
