Deputy PM stresses importance of disbursing public investment

NDO - "This year is within the first term to carry out medium-term public investment, thus it is essential to improve the allocation, disbursement, and use of public investment," said Deputy Prime Minister Vuong Dinh Hue.

Evaluating the disbursement of public investment and improvements to the legal system on public investment were the main issues discussed at the working session between the Deputy PM and the Ministry of Planning and Investment (MPI) in Hanoi on April 10.

Deputy PM Vuong Dinh Hue said that the issuance of medium-term and long-term policies on public investment remains inadequate. The MPI should identify the shortcomings in slow disbursement of public investment in order to make the appropriate adjustments to the Law on Public Investment.

In addition, the MPI needs to complete the draft revised Law on Public Investment for submission to the National Assembly in the near future, the Deputy PM noted.

The Government aims to raise the disbursement of public investment from 86% in 2017 to 100% in 2018 which presents a big challenge for the Government, Deputy PM Hue said.

According to the Deputy PM, there are three types of problems which must be addressed to increase the disbursement of public investment, including issues related to the Public Investment Law; issues related to Decrees guiding the Law; and Law enforcement by the MPI in coordination with the Ministry of Finance and others.

Deputy Minister of Planning and Investment Le Quang Manh said that the medium-term public investment for the 2016-2020 period has already reached 91.3% of the target set by the National Assembly.
