City to immediately deploy specific mechanisms for its development

NDO – The 15th meeting of the Ho Chi Minh City Party Committee wrapped up on December 2 after two days of meeting, reaching a consensus to promote the pilot implantation of specific mechanisms and policies on development of the southern economic hub.

The mechanisms were approved by the 14th National Assembly (NA) during its recent closed fourth meeting in late November 24, with the aim to pave the way for the city to build their own preferential policies to boost its development.

Speaking at the closing session, Secretary of the municipal Party Committee Nguyen Thien Nhan affirmed that the NA’s resolution on the pilot specific mechanisms and policies for the city’s development is an important milestone for the HCM City, and it is a time to bring into full play the creativeness as well as the tradition of solidarity and the unity of the local authorities and people in creating breakthrough development.

Therefore, the city’s authorities should quickly implement and consider this as a great responsibility toward voters across the country, the Politburo and the conviction of NA deputies sent to HCM City, Nhan stated.

Under the resolution, there are three issues that create the overall driving force for the city to develop, including decentralisation, preferential financial mechanism and an incentive wage system. Along with the acceleration of delegation and specific financial mechanisms, it is necessary to urgently reorganise the local government apparatus and arrange capable and politically qualified staff to perform the assigned tasks in the new situation, Secretary Nhan added.

He also urged the enhanced promotion of the social supervisory and criticism role of the Fatherland Front Committee, especially on the satisfaction of local people in the field of administrative reform, while facilitating mass mobilisation work and encouraging the creativity of young people and those devoted to the development of the sciences.

In 2018, the whole local government and the people should strive to grasp the opportunity to bring about a strong breakthrough for sustainable development, Nhan asked, stating that the heads of agencies, localities and units must clearly commit their responsibilities in performing their tasks.

During the two day working, the conference also adopted a range of important resolutions regarding the Party building and local government construction work and identifying key socio-economic and cultural development targets and budget for 2018.
